Update: The union filed two complaints with the FLRA because HUD did not respond properly to the Union´s request for information related to the proposed handbook. The Union demonstrated to the FLRA why the information and documentation requested was essential. The FLRA required HUD to provide all available information and to distribute the Notice as HUD´s public commitment to respond to Union requests for information in a timely manner in the future. The FLRA required HUD to send out a Notice to All Employees by email and to post it on bulletin boards to settle complaints of an unfair labor practice that the Union filed against HUD. OSPM VERA/VSIP Buyout
Per Mgmt - "The Office of Strategic Planning and Management (OSPM) requested Voluntary Separation Incentive Payment (VSIP) and Voluntary Early Retirement Authority (VERA), from the Office of Personnel Management (OPM) as a result of a need to allow the OSPM to restructure positions, eliminate staff redundancies, address skill gaps, and to streamline processes to achieve mission and operating objectives. OPM approved the Department's request by VSIP authority number 2015-029 and VERA authority number 2015-026, on July 10, 2015. This buyout opportunity will open August 3, 2015 and closes August 14, 2015."

Pathway Program Policy
On December 27, 2010, President Obama signed Executive Order (E.O.) 13562 establishing the Internship Program, the Recent Graduates Program and reinvigorating the Presidential Management Fellows (PMF) Program. These two new programs, along with the PMF Program, form the Pathways Programs. The U.S. Office of Personnel Management (OPM) issued the final rule for the Pathways Programs on May 11, 2012 (77 FR 28194). The Pathways Program requirements are found in part 362 of title 5, Code of Federal Regulations (CFR). The appointing authorities for the Pathways Programs are found in 5 CFR 213.3402(a), (b), and (c).

Per Management: " A Personnel Clearinghouse Pilot will help facilitate the lateral reassignment of HUD employees. The Clearinghouse will benefit our employees, as well as our management team.
